As the Commission drafts conditions to apply the polluter-pays principle in the Union, ELO reacts on the White paper, concerned by the burden added to the rural actors and the landowners. The strict liability, the conditions of access to justice and the rules for defence need further improvement ensure fair implementation of the proposed mechanism.
